Once your Cloud VPS has been set up or upgraded with block storage, you must mark the volume as Online in the Disk Management Utility.
To do so, Find the Disk Management Utility , also called "Create and format hard disk partitions", in the start menu;
In Disk Management, you should be able to see the block storage volume as an additional disk it will show as "Offline", which you can right-click on and mark as online.
The volume will be immediately be available for use, formatted by default as NTFS:
